I dont know if this was ever confirmed, but i heard that you can actually command marines to follow you around.

Though it would be Army instead of Marines...

marines are in it too. I don't think army personnel would be on ships. Plus, ODST's are part of the Marines. I think army, marine, and ODST personnel are all going to be in game.

Marines and ODSTs are both a part of the UNSC Navy.  They are separate groups however, but they do work closely together.
