You need to be agressive and keep the Arbiter on the run or on the defense. Your argument against the arbiter is that he can virtually destroy anything; well what do you expect from a Hero that can demolish armies. That's his nature. if you attack his economy in the beggining, his rage would only destroy himself.

Was this game rushed at all? The build changed drastically from what we've seen at 06. This game out decent but I would like to know if this work was rushed?

The two are not mutually exclusive.
