This is ridiculous.
The trailer doesnt even look remotely anime, and if i'm wrong it's Pre-Rendered and not even made in the game engine.
However, those soldiers do look like samurais, maybe that will be a new soldier class like the ODST's in Halo 2.
They could have like ...

It would be great if they used MOCAP in the game it gives a much more fluid look to the animations, than regular animating would.

Just because you never saw it in Halo 1 or 2 , does not mean it doesnt exist.
Elites have two hands, the energy sword is wielded with one hand.
There is no logical reason why two swords could not be dual-wielded by an elite.
So why is it such a big deal ?
