I find that any map with more than one bonus reactor allows a UNSC player to get a Vulture quickly. I don't know about alternate methods, but I can get a Vulture out by myself in under 6 minutes as Forge. My Build Order:

A possible solution could be to give rockets ridiculous range versus air. However, I doubt it's possible to do that without making their range ridiculous in general.
In the patch notes preview, it says that Robot investigated infantry damage vs. air. They came to the conclusion that infantry does good enough damage against air to be called a soft counter. I wholeheartedly agree. However, damage isn't the only factor. Speed is just as important.

Deathmatch is unbalanced, as it in a lot of ways emulates the late stages of a Skirmish match.
