So, I've been toying with the idea of Spartan-IVs and the possibility of them. But before I say anything, I have not read Halopedia in a long time, I haven't read the books in forever, and my Halo Information is a little rusty at the moment.
I decided to make Spartans an available class for my site "Time of War" after the Human-Covenant War with the year being 2650. But someone pointed out that, why would they continue Spartans now that the bulk of the war was over? So I came up with the idea that they were created to be made as simple peace keepers or reserved forces in case another war occurred in which we would be prepared with a counter attack with Spartans. He then argued that, why spend so much money on the Spartans? I partially agreed with him and decided to make, instead of the Original Spartan-II armor, to use a upgraded SPI Armor from the Spartan-III to produce Spartans cheaper. Then he argued that, why take Children when the desperate measures were over? Again, I partially agreed with him and said that maybe the measures were needed again, but went ahead and said that we would just use Orphans with no one to miss them. He tried to say that the SPI Armor was made for suicide missions and countered with that it wasn't made for Suicide Missions but for a cheaper way to build Spartans. The rest of the argument is basically over but what are your thoughts on this?

I decided to make a counter-unit against the Spartans with the Japanese-originated faction of the "United Colonies Federation" that have around 7 Colonies in a system(name I haven't made yet.). Knowing that maybe the Japenese MAYBE helped with the Hayabusa Armor, I decided to give them a program called the "SAMURAI" Program. SAMURAIs would be equipped with Hayabusa Armor, and would be manned by a Japenese Samurai, trained since they could walk and expert swordsmen as well as Sharpshooters. Thoughts?
