So, I've been toying with the idea of Spartan-IVs and the possibility of them. But before I say anything, I have not read Halopedia in a long time, I haven't read the books in forever, and my Halo Information is a little rusty at the moment.

 

I decided to make Spartans an available class for my site "Time of War" after the Human-Covenant War with the year being 2650. But someone pointed out that, why would they continue Spartans now that the bulk of the war was over? So I came up with the idea that they were created to be made as simple peace keepers or reserved forces in case another war occurred in which we would be prepared with a counter attack with Spartans. He then argued that, why spend so much money on the Spartans? I partially agreed with him and decided to make, instead of the Original Spartan-II armor, to use a upgraded SPI Armor from the Spartan-III to produce Spartans cheaper. Then he argued that, why take Children when the desperate measures were over? Again, I partially agreed with him and said that maybe the measures were needed again, but went ahead and said that we would just use Orphans with no one to miss them. He tried to say that the SPI Armor was made for suicide missions and countered with that it wasn't made for Suicide Missions but for a cheaper way to build Spartans. The rest of the argument is basically over but what are your thoughts on this?

WARNING: NON-CANON CONTENT APPROACHING 

I decided to make a counter-unit against the Spartans with the Japanese-originated faction of the "United Colonies Federation" that have around 7 Colonies in a system(name I haven't made yet.). Knowing that maybe the Japenese MAYBE helped with the Hayabusa Armor, I decided to give them a program called the "SAMURAI" Program. SAMURAIs would be equipped with Hayabusa Armor, and would be manned by a Japenese Samurai, trained since they could walk and expert swordsmen as well as Sharpshooters. Thoughts? 

Like the thought of Spartans 4's but people being able to take out spartans single-handely?  That is just stupid because spartans are the best you can not get better then them they are trained masters in every form of fighting we know of and there reflexes are supernatural + they are way stronger then any man should be. But would be cool.

The Spartan IIs were taken before the UNSC even knew about the Covenant, so his desperate measure argument is not valid.

Yes, we couldn’t think of anything better to counter the Spartans and we already had decided to make the United Colonies Federation Japanese-Origin.  Although, we did allow some Elites to be in the Empire as challenges, I looked at the Hayabusa Armor on Halopedia and discovered it resembles some type of Ninja or Samurai. Ninjas aren’t as powerful, and could be used as Snipers if we did include them, but Samurais were great at Swordsmen Ship so we agreed it would be a good idea.

We did make them less UBER though, the Armor wasn’t as strong, no Shields, basically the Hayabusa version of the SPI. We decided to give the Operators some augmentation to where they can move fast in the armor so we could use them in Ambushes or Rushes during Missions.

 

So why not just make more spartans. Whats the point of making SAMURAIs if they are going to be weaker then spartan IIs and not as many numbered as spartan IIIs. It would be a huge waste of valuable resources to try a program that is inferior to both spartan programs. Plus the money issue after seeing that spartans won the war for the UNSC i would honor them by making twenty new fresh batches of spartan IIs mmmmm delicious! : )
