See another great example of more stupid nubs flooding the forums. Anyway the reason why is because he was the 117th kid out of the 150 canidents of the spartan II program, and survived all the way through it and the human-covenant war. If you read the books you would know.

sp4rt4n, he's talking about when they were producing Halo: Combat Evolved, not the canon events. When the game was being conceptualized, before Fall of Reach was ever published, someone chose John's service tag to be 117. They're wondering if it's a reference to 007 at that point, and the canon of it - John being the 117th Spartan conscript - was added later.
