Yes, Its true.

 

 For some reason, Hogs have a hard time burning through the Locusts Shields, and You cant out micro Locusts.

 

Has Anyone tested this properly?

it works against gunner and grendier but the guass hogs it dosnt unless you managed to get a full pop of locusts and the enemy for some reason forgot to make warthogs =/

but ya losusts are pretty good seeing as they can hit them no matter what but you need about 3 really to be effective

The Locusts can also destroy your bases before you can get enough Hogs again.

But as Vehicles they have a terrible path finder. They usually find some obstacle to make them slower.
