I'm not an expert on this, but the Red ring of death was caused by faulty chips inside the machine that get damaged when the machine overheats.
The newer chips are better and should be less likely to have this problem (I believe it's called the falcon, or something like that.)
Edit: I looked it up and there are apparantly even newer ones called 'Jasper' and ther even better. Hopefully you'll get one of those in a new console.
As the Arcade is relatively new, it should have this chip instead of the older ones, so it should be fine.
Even so, make sure you keep the receipt and make sure you get in touch with microsoft at the first sign of trouble.
If you want to know value for money-wise, I'd say the premium version. I got a Core when I first started out, and I basically had to buy everything else I needed for the console (Hard Drive, Wireless network adapter, controllers, ETC) You get most of them with the premium and it's not that much more money.
