I'm pretty sure that it's a power station. The fact that you need one to build Scorpions and Vultures shows that each unit (probably just vehicles) requires a certain amount of available power to build.

all the info i have gathered from the demo's suggest that the reactor is not only responsible for unlocking vehicles but also the higher units such as vulutre and spartan along with the upgrades. your power alotment is represented by the lightnig bot in the demo. most vehicles require 2 lightning bolts, the "bigger badder" units require more,

if you watch the demo's carefully you will see what i mean.

The reactor is used as a rescource it is used to create units. it will tell u like need this energy. but if u lose the reactor ur base defenses and and buildings dont stop working. ive played C&C i know how it works.
