It's some sort of NAV computer found in the forerunner warship that sits in the center of High Charity. Before the Covenant was created the prophets and the Elites both worshipped the forerunners and everythin they made. The Prophets found the forerunner warship and other forerunner tech and modified it, the Elites thought it was a sin to change forerunner relics and the two species started a war. The prophets were winning because they were able to use the forerunner tech where the elites refused. The Elites finally relized they need to use the forerunner tech and did. This put the two species at a stalemate so they decided to band together and form the Covenant, a religious organization revolving around the worship of the forerunnres. The prophets used the tech from the warship to create luminators that recognize forerunner relics and such. When a Covenant ship enters the system with Harvest, the planet is covered with "glyphs" (like radar blips) that represent relics. But later they find that they were reading it wrong and the glyphs acyually meant reclaimers.

Therefore, humans are reclaimers as seen by the Forerunners for their potential. The Forerunners parted the gift of using the rings to the humans, however it is not humans who can only use Forerunner tech. You have just reminded me that all species can use Covenant tech, just not the rings. If not, how would they use the Luminator?
The Forerunners may have had some sort of knowledge of what would happen, and based on the statistics for the safety and location of Earth and it's human inhabitants it would be safe to conclude that the Forerunners parted with us the gift of the use of the rings.
