In reference to the tech level that the Precursors achieved?

Yep, the Precursors are the only race to have achieved tier 0.
They also happen to be the race that we know the least about.
Let me list what we know:
1. Came before the forerunners
2. Achieved tier 0
3. Some stuff about the Mantle
4. Here's a fun fact. The word forerunner, when translated to Latin (I think), comes out precursor.
Actually Sticky, the 'mantle' was associated with the Forerunners, it's their belief that they have to protect all life in the galaxy, because they view themselves as demi-gods pretty much.
Couldn't the Precursors accelerate evolution and I remember reading somewhere that there was a race before the Precursors

Yes they could accelerate evoltion, but I'm not sure about the race before them, if there was...we have some Mass Effect stuff going on here.
