 Exactly, it was mentioned several times inthe novels that on the ground the UNSC forces could hold their own against the Covenant and stood a decent chance of winning.  But in space, they almost always failed, with the few exceptions mentioned, particularly on Cpt. Keyes' part.  I imagine the game is going to have a campaign that lends itself more to the Halo story and a skirmish mode that will lend itself more to players pitting Covenant and Human armies against each other.
