They used the Assault Rifle as the main line weapon because if i remember correctly.

That the BR was not in mass producion during the start of the war. That it was easyer to use and people were more used too it.

The only reasion why i could the downgrade in the amount of ammo was because they were starting to really lose the war and lots of ammo factorys were mostly destoryed or forced to stop. Another thing is that maybe it could only use 32 rounds of HE-Rounds or some other ammo type that forced the barrle or another part to being forced to only fire 32.
