no its not 

 In 3v3 it actually is by doing a hit and run method, or if they have infantry wiping them all out.

It actually isn't unless you are really trying to get three stars when you absolutely do not need to whatsoever because they SUCK so bad that they wouldn't do anything for the first 5-10 minutes of the game allowing you to get your first two stars.

On a side note, something that is actually deadly is when a leader get ONE (yes only one) star when constantly harassing YOUR base. meaning the only units the leader killed were yours... meaning he is doing damage to you and got a more health/attack at the same time. Cause now you have to deal with harassing and a starred leader, as oppose to just a starred leader... with absolutely no harassing... meaning you gave up your bonus against UNSC... oh well, it is fun though, I'll give you that:)
