You do realize that this nerf won't really change the game at all? It's not going to be like "all shots directed at Arbiter in rage will do twice the damage and never miss."
Its more like, "the damage done to the Arbiter in rage mode is increased by 5%" Which means didily squat unless you have a big enough force (aka 5 tanks, even without canister) to actually take him out. And even so, you will probably lose most of them tanks and it'll take more than a minute to build them back up anyways so Arby takes less casualty.
plus, most of the heavy attacks miss Arby in rage, so those will still probably be a miss. I think it'll more like fix the "what the heck, why didn't the Arbiter die? I had half pop of jackals?"
I just remember one time when I was the prophet against the Arby (when I just switched over after playing about 2% games with covie) and I hit him kinda hard right away and was like, "ha, I'll go full pop of halfway upgraded wraiths for the fun of it"... just to get EVERY SINGLE ONE raged down by the arbiter...without dying. seriously what the heck lol. Now I'd have just EHG rushed him:)
