I'd like to see all the scout units be completely equal, meaning same RoF, same speed(except for Covie vehicles on boost), same damage vs. everything, and... yeah. =/

Nah, the differences between scouts is what make the early game so much different depending on who you play as.  If they made them all the same it would make no sense.  Especially since ghosts aren't too useful now, you'd be making them a competent unit, and that makes no sense.
