Cutter, weakest leader early game?! WTF?! It may not seem like much but the two extra base sockets you get with your initial base are key to, Cutter's early power and success.

ExaltedVanguard:He's probably the weakest leader early, and even into mid-game, but he's the strongest late-game leader. With both an army of vehicles/air decently upgraded along with ODST, he can't be stopped if used correctly.
