cheap as....inexpensive? or..cheap as....he has a stupid advantage over everything?

 

1st cheap. Possibly, didn't think there was much of a difference.

2nd cheap. Arbiter with all warehouses is by far the cheapest leader.

Super-Arby? Nah, that one goes to Anders + Gauss spam. The Arbiter gets raped by scorps and flamethrowers, and a jackal/wraith combo will tear him to shreads. Also, air units have the ability to get him insta-killed, and any unit can kill him when combined with a d-bomb.
