the reason some units can't beat the units they are soft counter for is COST, POPULATION & TECH LEVEL. you don't expect a toch 0, 100 cost marrine to beat a tech 1, 200 cost banshee. 2 tech 1 marrines have the same cost, population and tech level as a t1 banshee so 2 t1 marrines will beat 1 banshe also, ALL MAINLINE UNITS ARE SOFT COUNTERS TO COUNTER UNITS THAT DO NOT COUNTER THEM - marrines/grunts >locust, cobras, wolverines, vamires and hunters. hornets/banshees > flamethrowers, elite honor gaurds, cobras, hunters and locust. scorpions/wraiths > flamethrowers, elite honor gaurds, jackals, vampires, locust and wolverines.
