Imo Cutter is arguably the best UNSC leader to rush with. Not having to spend 400 on upgrading his base means he can buy, wingmen...cannister shell..more units and he doesn't have to wait for the base to expand. Saving time and money on quick units. ODST's are so weak against tanks, if you're up against a Forge and he spams Grizzlies vs your ODST spam then prepare to get utterly dic.ked on
