No, you can't.  I play cutter all the time, and even with crates theres not enough to get 2x doubles and a vulture

There is no way to get a vulture by 4:30, you would have to que it up by 3:30, thus needing 4 tech by 3:30, to have them built you only have time for 7 buildings and that doesn't give you time to upgrade the reactors.... you would need 4 supply pads, 2 reactors and a magical way to get about 2500 more resources... to upgrade them... plus it takes 45 seconds to build air pad... im sorry theres no way..
