ok the main problem with nerf is that its only 25% nerf but all that means, i need 25% more units or 25% longer time to do what I did in past.
the nerf against spamming is not even a nerf at all, changing 5 sec warthog to an 6 sec warthog, this doesnt change anything and even they said 5 sec seam to long so its going to between 2-5 sec nerf. 24 sec becomes 6 sec spam, 25 sec becomes 6.25 sec spam, 26 sec becomes 6.5 sec spam, and 27 sec becomes a 6.75 sec spam. So I really see the nerf in the spamming is very poor attempt to controll the spam.
One of its major strength is spamming once it reaches gauss. the 5 to 10% of turret buff wont do anything to a 15+ warthogs. which can easly cripple production which can win any fight if no supply units is being made.
since there mobility pratically makes on you on defensive and they still be an highly spammable unit. now maybe nerfs slow them where there not good in beginning or mid but switching to them at end like and odst unit since 6 to 7 sec spam makes them very deadly even with nerf to hard armo.
