Chimney Key:Cutter is fine how he is, but as an eco bonus he should get discounts on buildings too

If you think he is fine as he is, then you think his eco bonus is OK. If you think his eco bonus needs to be changed, then you think that he needs to be changed. Im suggesting these to replace/subtitute for the bad eco bonus. Good idea though
