In my own personal opinion I think that snipers make a much better Anti-Infantry than Flamethrowers do. But because the Covenant already have a Anti-Infantry sniper the UNSC must have a different style unit as to keep the game diverse. The reason that Flamers SEEM worse than Jackals is that they require much more micro while Jackals require practically none. One you've learned to micro effectively with Flamers then you will find that they are much more useful against infantry.
