Offensive Bias:

I want to know why that one Sparrowhawk seems to be firing a laser of some kind.

I believe it to be a Gauss cannon.  It's projectile is very similar to the one fired from the Gauss warthog in recent screenshots. 

I'm assuming it to be an airborne artillery platform or an anti-vehicular gunship.  Or possibly a leader power.
