no, she was trying to look cool.  She was proubably practicing that line for hours before this, trying to get the tone right, trying to find out how to cok back a pistol...... she proubably wasn't even listening to the whole question at the time, she just wanted to leave the room looking cooler than MC.  And afterwards she's like, yah! I nailed that pose! (not noticing the people laughing behind her.) 

Although, she didn't seem as lame in Halo 2.

Well in Halo 2 she actually had a role, Halo 3 just failed at including the supporting characters in the story as well as they used to... It was more centered around the Chief and his shooting the AR at the enemy.
