Yes, because everyone wants that on demand active camo (seriously, some people think it actually does that)...

 The clue is obvious.  There is a trigger to obtain it, but only Bungie can pull it.  All you can do is impress them enough to make them feel you are deserving.  And I hear begging is a prime way to ensure you wont get it at all.

 And, as I always say during these conversations, what exactly is the big deal with Recon armor, anyways?  Its just another armor permutation. You can't see it while playing, and it gives you nothing special.  Just makes you a target to kids furious that you have it and they do not.
