yes it is a board game or more accurately called a table top game, as its normally played on tables without specific boards.
i would also like to say that its pretty much impossible to make a game
without a link to something else, i see things in Warhammer that are
based on designs in things in history. eg the land raider design is
very similar to a WW 1 tank the Brit one, i can't remember the name.
the legion set up or major Space Marine chapter set up is similar to
Roman records of their legions. as for the aliens well Tyranids changed
over the years in appearance, i think some of them look similar to the
Aliens out of the Alien movies they also have some similarities to Zerg
which have similarities to flood, and so on. so the point I'm trying to
make with this is there will be no clear cut connection between Halo
and Warhammer.
UNSC is probably most similar to Tau as MasterofMankind wrote however the region of space controlled by the UNSC at the start of the war is significantly larger than what the Tau started with (so there is an end to that similarity, as i've stated above its not a very clear connection). however in look and design they are definitely similar to the Humans in 40K
Covenant is similar to the Humans in 40K in structure but in look well they are quiet different, and in overall religious purpose quiet different.
Flood i fail to see a good enough connection to anything in 40K they are most like Chaos i would say. sort of from the Nurgle part of it as the Flood is a plague and such but again there is the difference by the fact that the Chaos live in a different way, they don't just stay dormant on worlds, there demon lords use there power to corrupt and so that new portals may be made for the Chaos to travel. the flood don't do this.
so yeah in the end you could find more differences between the two games which is enough to say they ain't copies of each other just flat out.
