How do you use it as both, in my opinion, Scarabs as assault units=dead bug. Scarabs as support units=its the primary target for the enemy=dead bug.
Depends on the map. (f.e. Fort Deen = Deader bug than a ladybug on Mars)
On maps where they can easily climb away, they can be used as heavy strike units against anything. (f.e. Glacial Ravine and Frozen Valley, ideally) I'll sneak one behind a base, and blow half of it away while it's owner is pestering someone else.

Cutter=MAC, MAC+Scarab=Dead Bug
Anders=Cryo Bomb, Cryo Bomb freezes the scarab and allows time for the player/the player's teammates to get there and kill it.
Also, using one as support at the very back of an army causes massive damage and panic in enemy forces, as they desperately try to take out the monster bug. There's nothing more terrifying than an army of tanks and infantry backed up by a fifty-foot lazer-spewing bug from Mars.

Anders freezes the army and the other guys kill the scarab.
Captain Cutter has a 3X MAC by the time you get a scarab. Unless you're booming for one...

...I'm not saying this is an "UNB3ATABLE STRATUHGEE" or anything...I'm just saying I'm a little more combat-efficient with the Scarab than most people...
MAC = giant red warning light = Instant micro away. If it impacts, it still doesn't do much, I'll just limp away over a mountain to repair.
3/4x MAC = Dead Scarab if the thing is already half-dead. Otherwise, repeat the above.
Cryo = Fail, unless the Scarab's life is red, or you have a TON of units firing at it.
MAC + Cryo = Dead bug. Nice job...not like you could've used that Cryo on the army of Banshees that are about to pound your base...
The Scarab is used as an intimidation tool. In some cases, mearly driving the Scarab out for a minute in front of your enemy's base scares them enough to build a ton of Anti-Vehicle as "insurance". Which means they are now open to Air attacks. Also, they sometimes panic enough to send EVERYTHING they have to attack the Scarab...leaving thier base totally abandoned.
How are you going to Cryo an entire platoon of enemies, AND move your trapped forces around the mass of ice-sculptures to attack the Scarab ? It just makes a deathtrap for yourself. (Remember HW's famously horrid pathfinding, too...)
Aloysius has mentioned a buff for the Scarab that will turn it into a "super-mech unit that is completely on par with Grizzlies, Hawks, and ODSTs." Not exactly sure what that means...but I like it... =)
