After using him in 3 matches, I only won 1 of them.
The main reason is that infantry sucks, it's easy to counter, and it's also the only way to gain an early edge with Cutter.
The lies people will tell you is that infantry are actually useful, which they're not. Sure they can take and hold hooks, but isn't it easier to take the hook with warthogs first, and THEN drop an infantry unit in there? Not only will warthogs kill the NPCs faster, they won't lose as many units because of it.
Also, because Cutter's advantages are so tied into infantry(super unit, unique unit makes infantry), it makes him incredibly predictable and easy to counter. One PoR simply spammed the screen full of jackals and wiped out all the marines I had in hooks and sniper towers in half a second.
Not to mention, Anders could probably do much the same, but with more efficiency. Sure the elephant makes it easier to move the troops, but it moves slower than the units it makes. Also, with half cost upgrades, Anders could afford to upgrade her marines in hooks at little to no cost, making it very easy for her to hold them early game.
And hogs are just too awesome. They can collect supplies from all over the map, harass, take bases, kill NPCs around hooks, scout, and swarm. Their only real downside is that you can't stick them in a hook.
Cutter's game in 1 vs 1 is simply far too weak and predictable. He's only really useful in team games and in late late game where he can pull a 180 and change armies in the middle of the game faster than anyone else can(say, spam hornets until your opponents spam Wolverines, then switch to ODSTs from your elephants).
