When you upgrade to Meduim Turrert, the Heavy Turret, then Power Turret,

 

Does this effect the turrets on your Warthogs and Scorpions as well?

Or does it only effect the base turrets?

medium and heavy turret upgrades only affects base turrets and the power turret only affects the tank

Power Turret only effect Scorpions/Grizzlies it has no effect on Base/Warthog turrets

NO.  The medium turret and large turret refer to your base's turrets.

The power turret is researched at the vehicle depot, and makes the scorpian's turret turn faster.

You guys are all wrong.

Today, I did an investigation into an issue similar to this. The Gunner upgrade for the warthog makes Rail Gun turrets stronger overall, while Power Turret does, in fact, increase turret strength. I turtled and covered my base in fully upgraded turrets and let the enemy AI attack me. A single grenade barrage from a marine squad took out 11% of a turrets hitpoints. Upon upgrading to Gunner and Power Turret, the grenade barrage only took out 8%. 

I'm glad you spotted the mistake DFang. The power turret upgrade is only for the Scorpion tank. It does not affect turrets for your base.

Cheez perhaps they got in a few shots prior to there grenade attack?

My mistake, the AI ended up fully upgrading his marines upon the second attack. My bad.

But I have discovered that if you repeatedly bash your Xbox 360 during play, the game disc will dislocate, and a whole array of bonuses will open up to you as the console misreads the dispositioned disc. Although, soon after I did this, my game disc shattered, and then my 360 got RROD, so it's kinda like a Kamikaze; you go on with a bomb strapped around you. It's fun, but you die. ):
