Cortana captured a Covenant vessel after the events occuring at Installation 04. Not enough time for the UNSC to reverse-engineer the shielding technology (IMO). Plus Earth had to prepare for invasion, since Sierra-117 and Cortana both witnessed a Covenant armada heading for Earth.
Spartan II's were assigned to the Pillar of Autumn before the Halo event to capture a Covenant ship. They were supposed to hijack it, use Cortana to navigate to the Covenant homeworld, and kidnap one of the Prophets. Didn't happen.

Gen C4B0053:Well, the reason was, the UNSC was losing on the ground AND in
space. They thought "Hmm. I bet if we won on the ground, we could stall
the Covenant long enough to evacuate civilians/key personnel off the
planet. Just think of the 2 choices.
#1. UNSC Super soldiers with shielding now
#2. UNSC Ships with shielding in a few decades.
The UNSC didn't develop shielding until 2552. There was no stalling, and that's not why they did it.
