this time I just wanted to say I scoff at change #12 because it is just one more way the playing field is unnecessarily flattened. Unnecessary because anyone who ever thought about the mechanics behind (un)locking bases should realize that garrisoned troops will fight sooner and more effectively if released without a rally point to run to first.
Another part of my argument comes from my experience with a different (ex-favorite) console game of mine:
Look at Super Smash Brothers Brawl. Devs took out all sorts of neat/cheap little tricks advanced players could use to stand out from the average gamer from SSB Melee in SSB Brawl. This only led to the FAIL of the SSB series, to all my gaming friends at least.
One reason is because everyone played the same way no matter the character. Great, 10+ characters to choose from? Too bad they're all the same -.-
I'm afraid Halo Wars is heading down this road.

You "scoff" at change #12...This is obviously a necessary change because otherwise there is no point in locking down your base during a rush. And that is the point right there, so that you can train a defending force while the rush is being unleashed upon your base and then subsequently release it as a viable repelling force.
If you cannot understand that simple concept then I'm not sure of how you are even able to grasp the most basic concepts of RTS.
This change is necessary to help level the playing field between UNSC and Covenant. Whereas right now it is a balance issue.
And as for your reference to SSBB. You say, "Devs took out all sorts of neat/cheap little tricks." I think that is pretty self explanitory right there. Any trick that is cheap should not be included continuously in game series..a wise move on the developer's part to remove them.
Are you so lowly that you must resort to cheap tricks to win games? It is the effort of the developers/governing bodies to remove cheap moves that makes any game better.
Could you imagine if in Boxing you were allowed to kick your opponent in the balls? Yes, you can, but it's a cheap shot and as thus is not allowed.
Why don't we just allow hacking. It's a nice, cheap trick that allows for easy wins.
