This might have been said already but could it be a hovering vehicle similar to the ghost?  I mean come on, there needs to be more vehicles for a RealTimeStrategy game.  Also, I think the sand is there to throw us off..

I remember ilovebees..  Actually, when I first saw the decoded picture I thought of ilovebees.  Is it possible they'll do another one??

I went into photoshop and played around with the sharpness and color and this is what I got.  No theories from me as of yet.

Well, we're at 29% now. The bottom portion looks complete. The sand looks like there isn't much meddling done with it. It's just the vehicles, or whatever they are, that are unidentifiable.
