also to answer the question, its cuz it was for a game NOT made by microsoft.  in fact, a competitor of microsofts gaming division.  Sooo, a release for this mod would be the equivilant to a slap across the face.  Also, this mod would create free publicity for Generals which would increase sales, which would be bad for microsoft in terms of buying stuff.  I bet if it had been on a microsoft made game, they wouldnt have done anything about it.  it's simple business, nothing more, nothing less, it doesnt seem like the halogen people seemed all that suprised.
