    Very good..  but one thing I just now realized that I forgot about from the books..

    the Elite john fought on the ascendant justice did indeed have black armor..

    but the Arbiter himself had Gold armor on while he was being addressed by the council..

     Some things just dont add up here.  o.O

    Hmmm... that could be because at the time he was the Arbiter. He was only given the Arbiter Title after his public humiliation.

    It wasnt meant as a humiliation, he was branded the Mark of Shame. It is branded shortly before one is to be executed

    maybe the two arnt the same but they are connected. in 'the flood' it remarks that several covenant ships had broke away from halo due to the flood infection, maybe thoos ships went and warned the prophets, and on the return of the scout party they find the ring destroyed. after the loss of the ascendant justice the black armoured elite who was obviously ship masterand therefore below a gold elite who remained at high charity to prepare covenant troops to engage the flood. the black elite probablys gets killed right off he was following the arbiters orders (the arbiter was the carrier of the luminous key, well he was supposed to retrive the index to activate the ring but instead he pulled out and went for reinforcements) but the arbiter due to his judgment had lost his flagship which he should of been on and let the ring be destroyed. the flagship could of been hiding in the magnetic field of threshold to hide from the humans (piller of autum). due to this the he gets branded with the mark of shame and becomes the arbiter......and then an ally of the humans because his very own leaders tried to kill him so he goes turncoat as do quite a few elites, some stay loyal and are executed by the brutes as heratics, maybe in halo 3 they may be some levels where u can work with the arbiter......

    I do like the theory. However, Gold Elites tend to be ship captains. I think you may be right about the Elite on the Ascendant Justice (when I was reading to cross reference and I noted the black armor I started to doubt my theory) not being the Supreme Commander, but somehow directly connected to him (perhaps his personal assistant or something and second in command).

    First Strike page 68:
    Cortana's decryption of the Covenant communiques referencing the "holy one" finally cycled to a halt. The language in them was unusually ornate - even more so than the florid prose of the higher-ranking Elites. It was impossible to develope a literal translation, but she gleamed that some dignitary was due at the Halo construct. Soon. This visitor was so important that these warships were only the advancing scouting party. More ships were on their was. Hundreds of them.

    The dignitary mentioned could be the Supreme Commander coming from the battle at Reach to veiw the Installation himself. The Black Elite John fights was a ship master, but only heading a scouting party. There is also a chance that Regret is the one coming to the Installation, which means that a High Prophet saw first hand the failure of the Supreme Commander. Ouchies for him

    The fleet was the advance scouting party, 1 flagship and cruisers.
