Halo Wars is BEFOR Halo CE, humans only learnt about them in halo CE era.
and because ensemble studios ruled both the flood and forerunner out on the april update, they said they were included on april fools. they then cleared everything up and said neither of them were to be in the final game, check the update, its there clear as day, why do people continue with the flood and forerunner ideas, looks like some people do not read the updates.
another thing, in halo combat evolved the covenant were court off guard by the flood and tried as hard as they could to contain them, now if they knew why were they down there and why did they not bring specialized weapons. also the flood were contained on the halos and their orbiting installations like the gas factory in the arbiter level in halo 2. the humans only visited worlds like earth in many aspects and never saw a halo, therefore the covenant did not see any flood as they were focused on exterminating all humans in the galaxy.
thats is flood and forerunner wiped out, even if they were to be added, less than 0.1%, how would they be balanced, flood are weak, forerunners are the most powerful units, plus not even bungie knows what the forerunner look like so how the hell would ensemble studios know
