The scorpion costs 3 pop and it only holds two.
I think you gotta take into account the advanced nature of the vehicles. Hell today's tanks require at the very least three, a driver, a gunner/loader, and the commander. The Scorpion only takes two marines or just one spartan. I imagine the vulture having about two since the pelican is only slightly smaller and that's how many crew they have.
I don't think anything over 3. It's pretty much just a pelican with big guns. So a pilot, co-pilot, and a navagator.
