I believe someone asked why Fred, Linda, Kelly, and Will weren't in Halo 2. Well, thing is, they were off fighting all over Earth. The only reason John was aboard the In Amber Clad was because he was receiving an award, as was the commander (Miranda Keyes) of the In Amber Clad. When the Covenant attacked, Fred, Linda, Kelly, and Will were most likely shipped off to fight the Covenant, and John was stuck at Cairo Station in space. His ride down went to New Mombossa, while the other four Spartan-IIs were fighting in...Cuba I believe.

The only problem was that there was a high mortality rate because of the injections they were given and those who survived had mental problems long afterward. They don't know how many soldiers entered the program, yet it's known that they tried to make a "special army" to fight the Covenant but the Covenant invaded Earth. Just listen to the ILoveBees recordings, should explain everything.

yah, i kinda gotta agree with you there.  I think on emore will be made after Halo Wars, and then they will concentrate on another type of playing.  An RPG would be awsome, but i dont know how that wouldbe pulled off
