As for the question about Warthogs, i dont think so, but its possible.  The rebels were the ones to first create the Carrier 'Hog, and i dont think the UNSC adopted it until 2552...

i'm not so shure of that one either, because the first mention we see of them is in GoO when John and his team raid the rebel base and use it to escape (i lent mine to someone and dont know the date), but it was well after they had there MK IV armor, so to me at least it seems in the air
