Found this on youtube, and to me it seems like quite a big problem.  Tested it and it worked.  Basically you can have any tech level with no reactors up.  (UNSC only, and an Anders must be in play to make it happen).

I don't know if I posted this where I should have, but feel free to move it or whatever.

   Uhh..... Sorry to burst your already prodded bubble, but the cryo glitch works on covi too (although I think it's kind of useless in so many ways and defeats the purpose of having the covi). In fact, Anders doesn't have to be present either anymore for a reacter glitch. I don't know how to do the other glitch (almost nobody does), but you supposedly don't have to have anything to do it.

This "other reactor glitch" so far has been alluded to in one post and he refused to show anyone. Just like all of his awesome unbeatable rushes that he doesn't use.

I have this unbeatable medic marine rush...But I never use it. And I won't tell anyone.
