Flood infection Forms can only infect up to the population limit (30 or 40) then after that,No other Forms can be made until a Combat Form Dies.

I'm assuming you are refering to Felix when you say "troll"... He was banned a long-ass time ago, but he wasn't always a troll. And his opinions in this thread are hardly troll-ish.
