I can confidently say that these are legit; either that or someone is an amazing 3D modeller. Some of the textures and the like seem to be placeholders, such as the mountains. But a lot of the weapons look really detailed, and when you compare the new Spartan Laser to the Halo 3 one, you notice the difference, even through those blurry pictures. Below is what the guy who posted them said:

"Overall gameplay was about the same as the other Halos... They made me play through the first 3 missions. The first mission was on a pretty big map, and I had to find other spartans on the map (similar to Halo 1's second stage where you have to find the crash landed marines).

"Second stage was pretty action packed, main goal was to take control of several huge missile guns throughout the map, and provide coverage to a spartan that would hack into the guns and control them.

"Third stage was very similar to Halo 1's 3rd stage, Truth and Reconciliation. You start with a sniper and cloaking perk, you sneak into an enemy base at night, and you shoot from cliffs."

Other news is that the battle rifle has returned with single shots and 12 rounds while there's a new weapon which is a cross between the Spartan Laser and Needler.

There also appears to be a perks system in place - the perks on display here are Sprinting (hold RB to run), Cloaking (makes you invisible but jams your radar) and 'Halogram' (creates a hologram enemies shoot at).

We're playing as Spartans in it...

You can see, in one of the second page pictures, you can see the Spartan gauntlet at the bottom where he is holding the weapon, you clearly see the hand armour they have.

the guy that posted the pics says there from test plays and the new weapon is a carbine that shoots needles and 3 needles blow up like the needler  we know

Talking about the BR? A few Bungie employees have stated they hate the BR (plus it is a totally unbalanced weapon) so I wouldn't be surprised if they nerfed it.
